Virginia Congressman Gerald Connolly notes at a hearing of the House foreign affairs committee that North Korean dictator Kim Jong-un will pursue nuclear tipped intercontinental ballistic missiles at all costs. As a key to preserving the regime, asking defector Thae Yong-ho whether any alliances such as between the United States and Japan, South Korea or China might want something that could stop or rollback that development, Thae answering he did not think so. Connolly says sanctions had not had the appreciable effect because of the black market economy through China and Russia, Thae, agreeing sanctions were not effective but building pressure on China to stop smuggling, expanding information dissemination to educate its people would encourage them to stand up to change the cause. Connolly asks if Kim understands that using nuclear weapons would almost certainly bring enormous retaliation, destroying the regime. He seeks to perpetuate, Thae answering. He is aware, but Kim believes that nuclear weapons can successfully compel Washington to pull out American troops from the Korean Peninsula.
