Former commission cochair says United States has exceeded obligations to international sport at hearing on Chinese dope test–positive Olympic swimmers

University of Baltimore School of Law Center for Sport and Law Professor of Law and Director Dionne Koller says in opening testimony at a Senate Commerce Subcommittee on Consumer Protection, Technology, and Data Privacy hearing about lacking international response to Chinese doping in Olympic swimming that it is useful to review principles underlying the convention including belief that doping has serious consequences for athlete health, fair play principle and future of sport, obligation that international community cooperate toward elimination of doping in sport, that public authorities and sport organizations have responsibilities to prevent and combat doping with these authorities and organizations ensuring highest degree of independence and transparency, with United States more than living up to these obligations as Congress designated USADA as official anti-doping agency for US and provided majority of USADA's funding as taxpayer money well spent in their role as co-chair of commission on state of US Olympics and Paralympics.
