Torrential Rain Causes Floods, Landslides In Eastern Japan
TOKYO, JAPAN - SEP. 10: Torrential rain triggered floods and landslides in eastern Japan on Thursday, prompting the weather agency to expand its emergency warnings to include Ibaraki Prefecture as well as Tochigi. The storm was partially caused by Typhoon Etau, which crossed central Japan into the Sea of Japan on Wednesday before being downgraded to a depression. The Japan Meteorological Agency has urged residents in the two prefectures to be on heightened alert until around late Thursday afternoon, while cautioning against landslides and floods in eastern Japan until Friday. In Tochigi, where an emergency warning was issued Wednesday, a 63-year-old woman is believed to be missing after a landslide hit a home in Kanuma early Thursday, according to local authorities. The rain also caused a section of a hotel built along the Kinugawa River in the hot spring resort in Nikko, Tochigi, to collapse. In neighboring Ibaraki, the Kinugawa River was overflowing at three spots, including in Joso and Chikusei, and hundreds of homes were flooded, according to the land ministry and the prefectural government. Dikes were breached in two rivers in Koga, Ibaraki, according to local authorities. The prefectural government requested the Self-Defense Forces to dispatch troops. During a video conference between prefectural officials and Cabinet Office officials in the morning, a senior Ibaraki official said the extent of damage in the prefecture is likely to widen as it continues to rain. -- This video shows the swollen Tagawa river in Tochigi Prefecture.
