Cuellar Lectures Homeland Security Secretary for Shut Up Comments, Trump Wall

Texas Congressman Henry Cuellar tells Homeland Security Secretary John Kelly at a fiscal 2018 budget hearing of a House Appropriations subcommittee that he lives in Laredo, Texas, knowing more than those who visit and think they know, that Kelly is one of the secretaries who come and go, asking him to understand the system.
