Texas Congressman Henry Cuellar tells Homeland Security Secretary John Kelly at a fiscal 2018 budget hearing of a House Appropriations subcommittee that he lives in Laredo, Texas, knowing more than those who visit and think they know, that Kelly is one of the secretaries who come and go, asking him to understand the system. Cuellar says, is it is not appropriate to tell Congress to shut up in case of disagreement, that otherwise it will be a long trip such as within 90 days of swearing in. Cuellar says he does not support a southern border wall because of private property rights, cost, a international water commission treaty with Mexico, and Visa overstays who come by other means, that Canadians outnumber Mexican overstays, referring to a graphic of the Rio Grande.
