Video recorded by Peter West shows a street in Kilbride, a neighborhood in St John's, where the road crumbled after days of heavy rain. The pavement can be seen shattered to pieces, with water rushing underneath. West told Storyful: "Hurricane Earl brought a little over 200 mm of rain and high winds to our area of Newfoundland, which caused a water main to break a couple of blocks from our street." West said the destruction was caused by water washing out the gravel base from underneath the pavement. "There was flooding and property damage on the street and in other nearby areas," he said. The National Hurricane Center issued an https://www.nhc.noaa.gov/text/refresh/MIATCPAT1+shtml/070011.shtml public advisory on September 10, stating that Earl had become a "hurricane-force extratropical low," with sustained winds reaching nearly 85 mph (140 km/h).
