Our proposed legislation, the Central America Democracy, Peace, and Development initiative Act, is based on the Commission's analysis and embodies its recommendations, and it's in the spirit of Senator Jackson who first proposed the idea of a bipartisan commission and served until his death as one of its senior counselors. He represented something very special in American politics. [He} stood for national security and human rights because he knew that one without the other is meaningless. He said what he believed and stuck to it with vision, integrity, and grace."
