EXT DAY MS PAN-RIGHT Police Commissioner Ray Kelly marches in the New York Gay Pride Parade. This just days after the Marriage Equality Act allowing gender-neutral marriages for both same and opposite sex couples was passed in the NY State Senate. The act was signed into law on June 24, 2011, and will take effect on July 24, 2011.
