North Dakota Senator Heidi Heitkamp says as the Stop Enabling Sex Traffickers Act was set to pass that she could not imagine a more heinous act and selling human beings for sex on the Internet, that having visited North Dakota law enforcement in her run for the Senate their message was having seen lots more drugs amidst an oil boom, more crime, but an increase in prostitution at an incredible rate, that while some argue it a victimless crime and not a priority, the stories were heartbreaking of young girls and colleagues began to say the women were not criminals the victims.
