New York Congressman Nick LaLota then presiding announces the 286 to 134 vote on passage of a minibus appropriations bill with funding for Defense, Financial Services and General Government, Homeland Security, Labor, Health and Human Services and Education, the Legislative Branch, and State and Foreign Operations hours before a shutdown deadline. The Senate would pass the bill after midnight some 14 hours later.
