New York Congressman Brian Higgins says in debate on a bill implementing the USMCA trade agreement that he was concerned that the economic relationship with Mexico was more challenging after the United States lost 6 million manufacturing jobs in 20 years, 53,000 manufacturing businesses closing, the promise of NAFTA for wage convergence between Mexico, Canada and US failing, its minimum wage $5.10 a day or under 64 cents an hour, a good reason to be skeptical of Mexico's commitment to border, the emphasis on rigorous enforcement having the potential for improved Mexican compliance on wages, the environment and labor standards.
