New York Congressman Brian Higgins says during House floor session that with temperatures in Buffalo and Western New York in the single digits, his community at some of the oldest housing stock in the country, keeping homes safe and warm expensive and otherwise life-threatening, millions of dollars for home energy assistance and weatherization would mean old houses would better withstand extreme weather, support green energy jobs and more of a Congress must enact renewable energy provisions in the build back better act so entire neighborhoods in his community could be retrofitted for long-term resilience.
