Massachusetts Congressman Jim McGovern says in remarks during morning hour debate that if the Trump Administration wanted to stop migration it should not contribute to its root cause, as Cuban people were caught in a vice without a government that adequately responded to their needs and could not look to America for help either, arguing a better approach to Cuba started with seeing each other on a human level through promoting exchange between artists, musicians, writers, filmmakers, scientists and students to nurture understanding and build relationships.
