House Speaker Paul Ryan briefs reporters as a fiscal 2018 omnibus funding bill was before the House, saying more American servicemembers are lost to accidents in training incidents than enemy fire, which was unacceptable. Ryan says the matter comes back to resources and training, which is why the bill was so important by providing the biggest increase in 15 years and pay increase in eight years. Ryan says her friends from Janesville had served many tors and those in harm's way deserve the best equipment, best training, best resources and a pay raise, which Congress was getting them. Ryan says resources were boosted for training, equipment and base operations, new ships, fighters, Black Hawk helicopters and a missile defense system, which adds up to rebuilding the American military for the 21st century. Ryan declares American military decline was coming to an end, a promise made and kept to the American people.
