House Rules Committee Ranking Member Jim McGovern says in debate on a procedural resolution providing for later action on bills that there is no precedent for preventing discussion of Donald Trump facing felony charges as a presumptive presidential nominee, and accuses Republicans of enabling Trump's corruption of the rule of law. Indiana colleague Erin Houchin orders that his words be taken down, prompting Speaker Pro Tempore Jerry Carl to order the clerk to report his words.
