Freshman California Congressman Jay Obernolte says in debate on the fiscal 2021 budget resolution said to become legislative vehicle for coronavirus economic relief package that the House Budget Committee was constituted in 1974 and not since had a single budget resolution passed out of the chamber without hearings and reason debate until that day, so the resolution passed it would be the first resolution in almost 50 years to pass the chamber without a single hearing or vote or witness, numbers being told the reason was for quick action needed first decisional stimulus and relief for the coronavirus crisis, but he could find no item in the 55 page resolution related to the pandemic crisis.
