Fort Hood Independent Review Committee Lead Chris Swecker tells House Armed Services Subcommittee on Military Personnel Chairwoman Jackie Speier of California at a hearing on his Committee's report that members wanted to know more about suicides like cause and lifestyle factors there, not the fault of criminal investigators on the ground but just as a training ground, Speier she was shocked by the fact that it was not until Vanessa Guillen's body was found that investigators went back to the arms or for a thorough investigation, swagger adding that the first 24 hours in an investigation of a missing person were absolutely critical, noncommissioned officers who would be the first to notice someone missing had no guidelines to go by to determine what was suspicious or what criteria to look for, Guillen's belongings were left behind at a place which are supposed to come back to within 10 minutes, but investigators were diverted by two other witnesses who through their timeline off, experienced investigators would not have been thrown off by the red herring aspect of witnesses.
