INT MS During 2011 budget battle members of the House Democratic Caucus hold a press conference to discuss the debate over funding for Title 10 womens health issues, especially Planned Parenthood, and whether it will lead to a government shutdown. Democratic New York Representative Carolyn McCarthy comments on this debate. She states, "If you want to have the debate about planned parenthood let's have that debate, but don't use it as a hostage. That to me is certainly a terrible way to do business and and running a congress while we have so many important things on it."
