Northern Ireland: devolution crisis talks: Gordon Brown and Brian Cowen press conference; NORTHERN IRELAND: Belfast: Hillsborough Castle: INT *** FLASH PHOTOGRAPHY *** Brian Cowen TD (Taoiseach of Ireland) along into room with Gordon Brown MP (Prime Minister) Gordon Brown MP (Prime Minister) press conference alongside Brian Cowen SOT - Very grateful for Taoiseach being with us the last day or so, thank him for his friendship, contribution he has made to dealing with what are difficult issues, issues we believe can be solved / Joint working of Irish and British governments in this is something that will continue and proud we've been able to achieve... - We believe we have proposals that make for a reasonable deal on the devolution of policing and justice ... that make for a reasonable settlement of all the outstanding issues, we believe we have produced a pathway to an agreement, have talked with all the parties individually and with plenary session of the parties meeting together / We know the people of Northern Ireland want to get on with their lives, their administration to deal with schools and jobs and housing and all the pressures that they face partly as a result of global financial recession, but we also know there are issues outstanding from St Andrews, which if unresolved threaten the Assembly and threaten the Executive, it has been our job in last few hours to look in detail at all issues that remain to be resolved and see what scope for reasonable agreement is, have looked at the issue of dates for devolution of policing and justice, we believe together it is feasible for that devolution of policing and justice to be brought to the Assembly for a cross community vote beginning of March and to be achieved as devolution by beginning of May / We believe there is a solution available for what has been an issue about the relationship between the Dept of Justice and the Executive, words that are being discussed now that can make that possible / Also...
