Sherrilyn Ifill says police misconduct not just bad apples but systemic in House testimony

California Congresswoman Zoe Lofgren says of a video conference to a House Judiciary Committee hearing on the Justice in Policing Act after nationwide protests followed the death of Minneapolis resident George Floyd and others in police custody that house Democrats had incorporated the peace act into the bill outlining when the use of deadly force was appropriate which when coupled with a new standard for unlawfulness could provide accountability, asking NAACP Legal Defense Fund President Sherrilyn Ifill if the two measures could prevent violence against people not posing a violent threat, Ifill answering one of the principal problems found in the long-standing systemic issue of police violence against unarmed African-Americans was the inability to hold officers who engage in the conduct accountable, not just some individual officer referred to as a bad apple but a system of accountability that must exist if police officers are to understand they cannot engage in those kinds of conduct with impunity.
