Congressman Issa explains federal circuit system to distribute Supreme Court workload regionally
California Congressman Darrell Issa tells reporters at a news conference with House Republicans to introduce an amendment to the Constitution that would keep the Supreme Court at nine Justices that when the country was young and George, George Washington, got to pick seven Supreme Court Justices all by himself, and then several of them quit during his eight years, and he had to pick more which were essentially the district Court, the Appellate Court and the Supreme Court, as we evolved and created district Courts and appellate Courts in which the system had the equivalent of something like 80 Supreme Court Justices though unlike early on judges did not ride the circuits.
