Aerial view of the former government complex in Baghdad, Iraq, with the Qushla clock tower in the centre. The Saray (which means 'palace' in Turkish) was built in the middle of the 19th century when Mesopotamia was a province belonging to the Ottoman empire. It was first used as the seat of official departments and as military barracks for the Ottoman forces. After World War I, it was then used as the seat of the government when Iraq was under British mandate. The Qushla clock tower, dating back to the 19th century, stands in the middle of the garden, close to the Tigris river.
