A special bird washing machine, which was developed by the Lancer corporation for Elf Oil of France, is used to clean a scoter at the Elf Oil refinery in Milford Haven. This machine, which has the capacity to clean 100 birds in a day, was under utilized due to controversy between the various organizations about its effect on the birds. The RSPCA initially threatened to prosecute ELF for cruelty to animals if the machine was put into operation. Other experts and organizations have disagreed stating that washing birds in the machine, which takes only seven minutes is possibly less stressful to the birds than hand washing which takes an hour.
