Soviet Delegate Speaking at United Nations Security Council
(Original Caption) Soviet delegate to the United Nations Arkady A. Sobolev, (L), reads his speech to the UN Security Council, demanding that the council vote separately on each country involved in a package deal involving a possible 18 new members, and then await final approval of each admission by the General Assembly before proceeding to the next applicant. Listening are Sir Pierson Dixon, (C), of the United Kingdom and Henry Cabot Lodge Jr., of the U.S. A. The Assembly recommended in a 52-2 vote on December 8th, that the council admit the five Communist countries and 13 western backed countries.
