(Original Caption) U.N. Security Council Meets. United Nations, N.Y.: The United Nations Security Council meets here in an extraordinary labor day session to discuss the tense situation in Laos. The U.S., Great Britain and France proposed a four-power U.N. committee to investigate the reported communist invasion of Laos from communist North Vietnam. In a resolution laid before the security council, the three western powers suggested that Argentina, Italy, Japan and Tunisia be named as a subcommittee to investigate the fighting in Laos. North Vietnam was represented in the council by Soviet Ambassador Arkady A. Sobolev, who contended that the 11-nation body had been summoned under procedure not in keeping with the U.N. rules of regulation. He specifically challenged the right of Secretary General Dag Hammarskjold to ask the council to consider the Laotian situation.
