(Original Caption) New Jersey's Governor Robert B. Meyner (right) and Frederick J. Gassert, Jr. (left), show reporters the proposed new license plate for the state which is slated to replace present plates on the basis of "need." The two joined in a statement that the new system would be inefficient and possibly costly. The system calls for inspection before replacement of plates along with "paper work." The division of Motor Vehicles had planned to issue the new black-on-straw plates, bearing the words "Garden State," for all vehicles. Action by the Appropriations Committee and Senate Bill 243 which passed the State Senate May 7th would have the effect of requiring a gradual replacement of the present license plates on the basis of "need."
