The Philippines held a firm lead over Yugoslavia as the Assembly sought to break the deadlock over the exception to the Security Council seat being vacated by Turkey in 1956. The 76 nation Assembly prepared to sit until midnight on the closing day of the tenth session to settle the deadlock between the U. S. backed Philippines and Communist Yugoslavia, supported by Britain and Russia. The second ballot of the session gave the Philippines 36 votes against Yugoslavia's 30.
