(Original Caption) It must have been a whopper to bring this hearty chuckle from the usually stoic Andrei Vishinsky Soviet delegate to the United Nations. He's shown chatting with India's V.K. Krishna Menon before the afternoon session of the U.N. Political Committee. At the session Menon introduced a formal resolution that steps be included in U.N. procedures to bring Red China into the "armament truce." He called for the "armament truce" to freeze big power military weapons at present levels pending agreement of a global disarmament pact. Menon offered his resolution as Vishinsky began a 90 minute statement on the Soviet Union's opposition to Western principles on the control of nuclear weapons.
