William Penn (1644 - 1718) - English colonial proprietor, writer, early Quaker, and founder of the English North American colony the Province of Pennsylvania. He was an early advocate of democracy and religious freedom. Under his direction, the city of Philadelphia was planned and developed. Wood engraving after a drawing by Felix Darley (American illustrator and engraver, 1824 - 1888), published in 1876.
