General Dunford statement at House oversight hearing on Afghanistan
Joint Chiefs of Staff Chairman Joe Dunford tells members of the House Armed Services Committee that as Commander Joe Nicholson and Defense Secretary Jim Mattis have testified, the United States is not winning and members had made similar statements although the situation had developed since the NATO mission transitioned to an advisory effort, a construct which did not provide Afghan conventional port forces the support needed to succeed in combat, having drawn down too fast. Dunford discusses a detailed failure analysis to identify the root causes of the Afghan strategy over time, commenting that the United States must improve offensive operations across critical terrain, reorganize Afghan forces, defeat ISIS and Al Qaeda to ensure other terrorist groups are unable to launch attacks against the homeland or allies.
